Must-know rules
Oregon taxes trucks over 26,000 lb by weight-mile instead of at the fuel pump, and out-of-state carriers without an Oregon account must buy a temporary pass before entering. Trucks also run slower than cars on most interstates, and chain rules are set by posted signs rather than a fixed season. I could not confirm Oregon's idling limits, handheld-phone rules, weigh-station requirements or IFTA/IRP details from official pages in this research, so they are left out.

- Must knowWeight-mile temporary tax pass (out-of-state / no CCD account)
Before operating in Oregon, a carrier without a registered CCD account must buy and carry a temporary pass, on paper or electronic. It applies when combined truck, trailer and load weight exceeds 26,000 lb. It costs $9 plus weight-mile tax for each Oregon mile, and lasts 10 days or until the purchased miles are used. Limit: five or more per unit, or 35 in a rolling 12 months, per account. A USDOT number is needed if the vehicle weighs over 10,000 lb.
ODOT: Weight-Mile Temporary Tax Pass - Must knowWeight-mile tax rate tables and fuel tax refund
Table A covers registered weights of 26,001–80,000 lb. Table B covers special-permit vehicles at 80,001–105,500 lb. A carrier that pays weight-mile tax and also paid fuel tax can request a refund of the fuel tax on its next weight-mile report. I did not confirm the current per-mile rates, so check the tables on this page.

Fees and DOT requirements
Oregon relies mainly on a per-mile weight-mile tax for trucks over 26,000 lb, on top of registration fees. That tax structure changes on July 1, 2027. For-hire intrastate carriers need a $300 Class 1A permit and liability insurance on file. I could not verify the DEQ emissions rules, the endorsement fees, or the Table A per-mile rates from official pages.
- Class B CDL
- $160 for 8 years (about $20 a year)
DMV lists the commercial driver license at $160 ($190 for REAL ID) and the commercial learner permit at $40. Renewal is $104 ($134 for REAL ID). Fee notice for Jan. 1, 2024: commercial knowledge test $10, commercial skills test $145. I did not confirm those test fees on a 2026 DMV page. I found no o Source - Class A CDL
- $160 for 8 years (about $20 a year)
Same fee schedule as Class B: $160 original ($190 REAL ID) and $104 renewal ($134 REAL ID). Upgrading a CDL is $160, and a downgrade is $64. That upgrade and downgrade figure comes from dmv.org, not an official page. Test fees are the same as for Class B ($10 knowledge, $145 skills per the 2024 noti Source - Registration, 26,001 lb straight truck

- How registration is figured
- By registration weight, using the DMV heavy-vehicle fee schedule (Form 6013). Registration weight is the empty weight of the truck and any trailers, plus the load carried. The maximum registration weight is 105,500 lb.
Annual fees from Form 6013 (6-25): $375 for the 26,001–28,000 lb bracket and $998 for the 78,001–80,000 lb bracket. The form lists quarterly options as well. The form text was garbled when I read it, so please check the bracket amounts against the PDF. Some third-party sites show $1,879 for 80,001–82,000 lb. That conflicts with the official form, which I read as $1,014 for that bracket, so I did n Source - Intrastate operating authority
- Class 1A Permit (intrastate for-hire commodities, except household goods), plus an Oregon Motor Carrier Account. $300, one-time.
For-hire intrastate carriers must apply for intrastate operating authority, which CCD grants. This applies regardless of weight, and the carrier submits Form 9745. The $300 application fee is mailed with the application. One secondary source calls it a one-time, nonrefundable fee. I found no official annual renewal fee for the permit. A $50 fee is due before a revised permit is issued. Intrastate Source
State DOT requirements
- Must knowUSDOT number for intrastate carriers
CCD's manual says carriers operating vehicles of 10,000 lb or more gross weight must have a USDOT number. FMCSA lists Oregon among the states that require intrastate carriers to obtain a USDOT number. The number is free and comes from FMCSA. I found no separate Oregon DOT number.
